When we start loading all XUL as XHTML in bug 1550801, 'about:devtools-toolbox' starts triggering assertions for not having CSP yet.

When about:devtools-toolbox is loaded as XHTML the CSP assertion triggers.
That sounds fine, I'll added a dependency to Bug 1492063 where we track all the CSP work.
