User Story
When hitting Cmd-P (like I do in all my dev apps), I want to get a quick open dialog no matter which panel I am in, so that I don't accidentally trigger the print dialog.
The behavior for Cmd-P outside of the Debugger:
- Switch to the Debugger panel
- Open the Quick Open overlay
This is a mid-term fix while we figure out how to do toolbox-wide quick access features like Quick Open and Command Palette.

Adding to the scope: When Quick Open triggers the Debugger it should be tracked as start_state
in the enter
