I can confirm that the issue is reproducible on macOS 10.13 with the steps provided in the description. Also i would like to mention that on Ubuntu 18.04 LTS I have encountered the same behaviour but with different STR.

  1. Open 2 windows of Firefox with the same profile.
  2. On the first window pin a few tabs (2-5).
  3. On the second window have 1-5 tabs opened.
  4. Close the window with the pinned tabs first and after that the one with the normal tabs.
  5. Open again Firefox with the same profile.
After you restart Firefox with the same profile the pinned tabs are lost.

I have managed to find a regression for this issue unfortunately I had to do it manually and took a long time to find it, here is the pushlog https://hg.mozilla.org/mozilla-central/pushloghtml?fromchange=98d4803bb2de7fcdb0096ddeedaefd29d0fd5fd4&tochange=3b08a133c893b960f15e014a8f36c954d31fda34.

I'm pretty sure this is a dupe of a known bug.
