1567796 - Despite using Firefox with EN_US language installed, menu is is still shown as OS native language. (v67 regression)

Steps to reproduce:

I had chosen to have my firefox in English by using. Options -> General -> Appearance and Language -> Language.

Actual results:

Despite this, the menus such as "File", "Edit", etc and context menus are still in my OS native language. So, outside of the Options, Bookmarks, Downloads, Addons, etc. menus, the rest is untranslated as it was downloaded from Firefox server automatically seeing the OS langauge despite user preference. I have included a picture compiling some screenshots I took of the issue.

Expected results:

Everything should be in English. All menus and context menus should be in English. This is a regression from v67 Branch where everything was displayed correctly; everything was in English. No exceptions.
