Steps to reproduce:
OS: Mac 10.14.4
- Resize Firefox so that it's either full screen or takes up the entire screen.
- Open developer tools
- Dock it the right or bottom
- Switch to the network tab
- Open the HAR drop down menu, next to throttling
Actual results:
The drop down options appear to the right, outside the screen in such a way that you can't read the options.
Expected results:
The drop down should open to the left

Thanks for the report!
Note that this seems to be OSX specific, I can't reproduce on Win10
