e10s state in xpcshell is unpredictable because it (only) loads firefox.js if the manifest contains firefox-appdir = browser , turning on e10s via the pref when it's off otherwise

This means e10s is off in some xpcshell tests but on in others, and why this is or isn't the case is very much not obvious.

We should fix this one way or another. This probably affects other prefs as well.
