Do we need this if we do it always? I'd suggest we do the same thing as we do for the HTTP cache, which is to always key with the top-level origin as well.

Yes, we should do this based on the cache isolation pref as well as ETP. By the time that we ship cache isolation we'd effectively do this "always", but before then we should do this for third-party trackers. It's not clear to me how long it'll take for us to ship cache isolation, hence this separate bug. The bug to do this always is bug 1553003.
(FWIW the code changes involved are mostly the same for these two cases anyway.)
