1569247 - [meta] Adding new telemetry printing-related probes

Description

To better understand users’ behaviors around printing, add the following probes (Listed in order of highest to lowest priority):

• [done] Number of times the print dialog was opened and nothing was printed ("Cancel" is selected)
• [done] Number of users who export to PDF from the print dialog or preview
• The amount of time a user spends on the print dialog/interface before exiting the dialog
• If websites that are printed have a CSS print style sheet
• If people are printing HTML pages or PDFs
• A counter for each of the following print settings (incremented if they are adjusted at least once for each instance of a print dialog opening):

1. Pages
2. Margins
3. Layout
4. Paper Size
5. Background color and/or Background images
6. Page Headers
7. Page Footers
8. Scale

The telemetry that we immediately wanted was landed in bug 1600623. I'll leave this open for other probes we may want to add in the future, but since there's aren't any other current requests I'll put this meta bug back on the backlog.
