On Linux, scroll wheel sometimes stops working until I switch windows

User Agent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:69.0) Gecko/20100101 Firefox/69.0
Steps to reproduce:
- Switch windows?
- Attempt to scroll in a page, using scroll wheel.
Actual results:
Scroll wheel does nothing. Switching tabs doesn't fix it. Fixed when I switch to a non-Firefox window and back.
Expected results:
Scroll wheel scrolls the page.
On Kubuntu 18.04, this issue appeared weeks/months ago.

I was not able to reproduce it.
Could you please test on the latest version of Firefox Nightly and see if the issue is still reproducible?

If still is reproducible, could you please add URL and some screen record whit this problem?
Does this issue happen with one or some specific URL?

I don't know what causes it, and I haven't gotten it to occur on Nightly yet.
Did you test on KDE in particular? I think Firefox and KDE have some input-handling issues. This may possibly related to https://bugzilla.mozilla.org/show_bug.cgi?id=1569439 ? I remember the two bugs started around the same time.

I have found a reliable method to reproduce this bug, on KDE Kubuntu 18.04.
- Open Firefox.
- Mouse-click on a different app in the "KDE taskbar". This will either open or focus a window from that app.
- Clicking on a different window or pressing Alt+Tab to switch focus will not trigger this bug.
- Close the new app by pressing X button, or by pressing Alt+F4.
Firefox will be focused, but mouse scroll events will not work.

Thanks for the steps. I have tested in latest Nightly version 70.0a1 using Ubuntu 18.04 and I was unable to reproduce it.
Can you please try to retest this on the latest Nightly Version?

I finally got a working KDE Linux setup again...
Operating System: Manjaro Linux
KDE Plasma Version: 5.17.3
KDE Frameworks Version: 5.64.0
Qt Version: 5.13.2
Kernel Version: 5.3.12-1-MANJARO
OS Type: 64-bit
Processors: 8 × AMD Ryzen 7 3700U with Radeon Vega Mobile Gfx
Memory: 13.6 GiB of RAM
Firefox 70.0.1 (64-bit)
I cannot reproduce this issue anymore. Mouse scrolling works after I close a window in the way I described.
