While investigating bug 1556811, I noticed that the update server decides whether a url/whats-new-page is shown. But the update server isn't involved when someone manually installs/upgrades firefox on top of a previous version -- aka "paveover."

This means these users (who might not have used Firefox recently or didn't realize Firefox was installed) might not be seeing a welcome/first-run experience nor a whats-new experience.

Just noting that plain setting startup.homepage_override_url to a webpage is probably not desired as the web content needs to be localized. Although we could point to something like about:welcome… maybe if it showed something different for those already logged in.
