I think the targeting needs to capture someone viewing an article not just visiting the website. The two descriptions:

• on popular content sites
• When on a page with longform content

Seem to contradict. I think we need to update the domain targeting docs with the format of the URL when reading an article on each of those websites.

One simple suggestion is to exclude the root domain from the targeting... so there would need to be some longer path in the URL that most likely indicates an article or post. Would that be straightforward to include?

I can also work on putting together a list of patterns, which would be more targeted.

Jim, we are assuming this CFR would target a combination of reader mode plus a set of popular content URLs. Do we have the list URLs? We also need to know which locales this is being targeted for (just en-US, tier 1, all locales?)

There's a list of popular TLDs from various sources here.

If we include all those, targeting should be all locales since send tab works globally (I'm confirming this) and some of those sites are not focused on Tier1 countries specifically.

I have verified that the "SEND_TAB_CFR" recommendation is successfully triggered according to the specifications from the description, on the latest Firefox Nightly (72.0a1 Build ID - 20191128094109) and latest Firefox Beta (71.0 Build ID - 20191125204040). Verified on Windows 10 x64, Mac 10.15.1, and Arch Linux 3.34.1.
