Since FF 69b my NTP is only at the correct zoom level for the first load, subsequently loaded NTPs display at 100% (but still indicate the custom zoom level in the address bar).

Preloading seems to play a role here, since it is working correctly with browser.newtab.preload=false.

Related: Selecting an item on a zoomed NTP resets zoom levels briefly before navigation starts. No functional impact, but visually very noisy.

This might be a dupe of bug 1567723.
