This is a regression from bug 1510690. It just landed so it isn't yet on searchfox, but it comes from this line in the browsing context actor:
https://hg.mozilla.org/mozilla-central/file/tip/devtools/server/actors/targets/browsing-context.js#l1164
We should probably tweak this to not call this reconfigure in case of about:debugging toolboxes.
