This is a meta bug for the task of auditing the raptor taskcluster configuration YAML. There may be improvements that we can make here, one of the big ones would be trying to find better settings for the run-on-projects settings which can be difficult to understand.

This depends on the task of splitting the raptor config, which will make it easier to clean up the defaults, and run-on-project settings.
