Details

This is a reopen of #1568160 "JS debugger triggers despite its deactivation on opening of developers tools" because of unsatisfying answer. My reply after "resolution" was not answered there.

Please read the related issue for context.
TL;DR: it was considered as spec, not as bug.

So I wonder: Am I wrong to consider that something like "when a bug arises and the dev-tools is opened, switch to debugger panel ignoring the disable button state, unless the debugger panel was previously opened" sounds like a really stupid spec thus is likely a bug? What is the rational of the exception otherwise ?
