Description

Prerequisites:

• Have a new Firefox profile with no saved logins.

Steps to reproduce:

1. Open the Firefox browser and navigate to the "about:logins" page.
2. Observe the "Sort by: Name (A-Z)" dropdown.

Expected result:

• The "Sort by: Name (A-Z)" dropdown is inactivated.

Actual result:

• The "Sort by: Name (A-Z)" dropdown is activat.

Notes:
The "Sort by: Name (A-Z)" dropdown from the about:logins page should not be active when no logins are saved, as shown in https://mozilla.invisionapp.com/share/EJRHBMEDKF8#/screens/372727457

Minor issue but let's take it in beta 9. Part of batch uplifts discussed with MattN.
We can verify this one in beta.

I have verified this issue on the latest Nightly 71.0a1 (Build ID: 20190923094800) (64-bit) on Windows 10, MacOS 10.14 and Ubuntu 18.04 x64.
