Hybrid content telemetry was never used in the end because the planned move to the in client disco content so this should be fine to remove.

It looks that hc_telemetry is now only be referred in a rst doc file which is a directory named obsolete:

and so this looks like it could be closed (or maybe we could remote the rst file and then close this bug).

It was removed in bug 1520491, so this bug can be resolved.

I don't see why the documentation was kept, since it was removed due to the lack of usage, but if anyone cares they can file a new bug to remove it.
