Steps To Reproduce:

1. Download latest Localized Nightly
   http://ftp.mozilla.org/pub/firefox/nightly/2019/08/2019-08-04-09-47-52-mozilla-central-l10n/firefox-70.0a1.ja.win64.zip
2. Start the Nightly

Actual Results:
Menubar and menuitem are no longer localized.

Aha, It seems already fixed.

Strings need to be manually migrated for all languages. Given how visible this was, I tried to run it as soon as I could, but there were at least a couple of builds with menu (and About window) in English.
