Steps to reproduce:

When going into fullscreen video (YouTube etc), while in macOS native windowed mode, moving the mouse to the top of the screen does not drop down the menu bar.

When in native fullscreen mode, going into a fullscreen video and moving the mouse to the top of the screen does show the menu bar.

Expected results:

When moving the mouse to the top of the screen in any macOS app that has been put in fullscreen mode (native or otherwise) the menu bar should show.

To clarify, I am referring to the built in macOS menubar, which contains the file/edit etc menu, as well as the system tray - time, battery, network etc

Native fullscreen seems to be supported with Firefox 70 (bug 1403085):
Download https://nightly.mozilla.org, open about:config and set full-screen-api.macos-native-full-screen to true. Does it have the desired behavior?

Yes Jan, I can confirm that the menu bar is accessible on the nightly build.

Transitions are much smoother going from windowed to full screen, no 1/2 second of darkness, good work team!
