Sync web-platform-tests PR 18288 into mozilla-central (this bug is closed when the sync is complete).

The project's top-level README.md file contains a good deal of
information which may not be relevant to all readers. This risks
overwhelming newcomers, and it also discourages referencing the content
in more targeted contexts from the project's documentation website.

Move the information on SSL certificates from the top-level README.md
file to the corresponding document within the tools/certs/ directory.
Reference the newly-expanded file from the docs/ directory so that it
is included in the generated website (including the search engine).

This is in service of gh-5289.
