Can we customize the download site based on referral attribution (ex: email, campaign website)?
If yes, can we pass on the custom website referral so we know the impact of that customization?

We have on occasion given visitors a specific download experience based on some parameter coming from an upstream source. Here are a few examples:
https://www.mozilla.org/de/firefox/campaign/?xv=herz
https://www.mozilla.org/de/firefox/campaign/?xv=geschwindigkeit
or
https://www.mozilla.org/en-US/firefox/campaign/?xv=betterbrowser
https://www.mozilla.org/en-US/firefox/campaign/?xv=safari
These parameters usually come from a paid ad upstream, e.g. in search.
The /campaign URL is a version of the download page with substantial complexity removed since we know much more about the expected traffic to these pages. I mention that because it illustrates some of the process optimization we've established to make these pages easier to create. The pages are instrumented just like our download page (i.e. we can count sessions and downloads using GA), and many upstream ad tools provide an additional layer of analytics tooling to augment this.
We could pass more information from these pages downstream, into the installed browser, using the capabilities landing with https://bugzilla.mozilla.org/show_bug.cgi?id=1515172. We don't have an issue to set that up now, but it would not be a huge lift to do so when the browser functionality lands.
Considering all this, I think this bug is resolved?

Sounds resolved to me. The remaining bits are in bug 1515172 AFAICT.
