Steps to reproduce:
Currently changes to localStorage do not always get committed when app exits, when GV is closed.

As reducing kFlushTimeoutMs may not be desirable, a request:
Flush localStorage / sessionStorage when SessionStateAggregator is flushed ( https://bugzilla.mozilla.org/show_bug.cgi?id=1538294 )
This way when we have geckoRuntime.shutdown() or geckoSession.setActive(false) the changes to localStorage won't be lost, and we can have a proper shutdown.
