Both changes should be applied at once, because https://github.com/tc39/ecma402/pull/351 alone doesn't lead to any changes, whereas applying only https://github.com/tc39/ecma402/pull/349 will lead to emitting "related year" and "year name" as "unknown" in formatToParts.

Restricted to Nightly because both PRs, despite having concensus, aren't yet merged into the spec.
