I popped up a try job to recreate this error because I cannot recreate it locally. I am testing locally on a 64 bit machine so I don't know if/how my local setup differs from the try server. I'll be interested in seeing the additional logs that the try server generates.

Yes, I have done extensive testing on this and, I think, have definitively determined that this is a timing-related failure. I have added extensive debugging and verified that the behavior is correct but that the tests sometimes race. I am still working to come up with a proposed fix.
