wpt lint should complain about expectation.ini files which contain only the test name (or a step) but no expectations.

The lint currently doesn't look at the metadata at all and making it do that is at least some extra complexity that perhaps isn't worthwhile. We will remove that kind of junk next time we get an import that results in changing the metadata in the file, but of course that may take a long while to happen. I"m setting this to "patches accepted" but if you think it's more valuable than that I'll happily reconsider.
