Steps to reproduce:
I create an extension with "commands".
Actual results:
Is not working global. Only in the extensions tab.
Expected results:
To working global.

I put the command "Ctrl+Shift+Z" to a shortcut key and its working only in the "about:addons" and not in webpages. I don't know why.
Key like "Ctrl+Shift+Y" works globally but "Ctrl+Shift+Z". I'm missing something for that key is restricted on other pages with "about:"?

The Bugbug bot thinks this bug should belong to the 'Toolkit::Add-ons Manager' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.
