Steps to reproduce:
On Mac OS, search firefox中文 in Traditional Chinese Google, or open the following link directly https://www.google.com.tw/search?q=firefox%E4%B8%AD%E6%96%87

After text-decoration-skip-ink is enabled, I notice that on Google search results, text underlines with Chinese characters become skip a lot on Mac OS. On my system, the default font for Traditional Chinese characters is PingFang TC Regular. Google chrome doesn't seem to have the same issue with the same font though.

We need to do some kind of checking for CJK characters.
