`mach browsertime --setup` throws an HTTP 406 error when downloading ffmpeg

When downloading ffmpeg from the following URL, I hit an HTTP 406 error: https://www.johnvansickle.com/ffmpeg/old-releases/ffmpeg-4.0.3-64bit-static.tar.xz
This happened on Ubuntu 18.04. I believe that it's a problem with the vendored dlmanager
module being used in mozbuild's artifact_cache.py because when I use urllib.urlretrieve
everything works as expected.

We are not using these tarballs anymore, only nick's ffpmeg ones on github. and I have not seen this error so far so I am lowering the priority.
I think the best fix going forward to provide stability will be to fetch artifacts from our CI see https://searchfox.org/mozilla-central/source/taskcluster/ci/fetch/browsertime.yml
