Nightly: occasional appearances of "Opening blank" window from "moz-safe-about"

The last week or two, I've encountered random appearances of the "open/download file" window with the title "Opening blank" and a source listed as moz-safe-about:. I have no idea what this is.
It may be related to the add-on LoadTabOnSelect (https://addons.mozilla.org/en-US/firefox/addon/loadtabonselect), which makes Firefox wait to load a tab until you manually navigate to it in the UX, as it seems that if I tell the file to open in Firefox, I wind up with the special link that LoadTabOnSelect uses to represent a non-opened page.
But other times, it's just an empty file. So I'm not sure what's going on.

Hi Eric,
Do you have a specific URL where you've seen this behaviour? Because I've been browsing on Mac 10.14 on firefox 68.0.2 with the add on for the last 30 minutes with no success.

I honestly don't know if it has anything to do with that addon or not. Just seemed like a possibility since it does affect load behavior.
And no, it happens just at random, spuriously, regardless of what site I'm on. I don't have to click on anything to make it appear, even. It just pops up.

Can you please download Firefox Nightly from here: https://nightly.mozilla.org/ and retest the problem and see if the issue still occurs there as well?

This same dialog keeps popping up on my desktop. It's Ubuntu 18.04 with Firefox 75. I've been seeing it for quite some time now so I just get used to it but it is really annoying. I have 2 Add-ons installed KeePassXC-Browser and Gnome Shell Integration. I also keep a large number of open tabs - 222 right now ;)

A Firefox 99 user reported what look like dozens of 0K files auto-saved while using a streaming site. On the Downloads list, they seem to be characterized as moz-safe-about files.
