about:logins needs to do the right thing when sync is disabled via policy

Currently the about:logins screen has a "sign into sync" button in the upper right and a large ad for sync in the middle.
These should be removed when an enterprise disables sync.

We don't need to put a lot of energy into this, just hide them.
There's a preference that can be checked:
