Steps :
- Launch the Firefox browser and reach www.reddit.com
- Click on the Shield Icon from the URL bar.
- Use Tab to navigate Through the tracking Protection panel
Expected Results :
Using Tab in order to navigate through the panel is done in order from top to bottom.
Actual Results :
Using the Tab key to navigate will jump inside the panel for each element in the wrong order.

Hi, This issue is Verified as Fixed in 70.0a1 (2019-09-01) on Windows 10, Mac OsX 10.14 as well as Ubuntu 18.04.
