Details
The drag behavior of the Picture-in-Picture window is very sensitive and appears to interfere with double-click detection. If the cursor moves slightly, the grab drag cursor icon briefly appears and the double-click is ignored. Normal video elements don't have this problem.
Also sometimes when restoring the PiP window from maximized state, the control overlay does not appear and double-click is ignored until the cursor is moved and the overlay appears.

Hi Kestrel,
This PiP issue is 2 years old and right now I am not able to reproduce it on the latest Nightly 96.021 on Windows 10.
Could you please also check it out? If you could mention the OS you see this issue on or any further info that would also be of great help. Thanks!

Based on the lack of response, I will close this bug as worksforme.
I've retested it in Nightly v100.0a1 on Windows 10, Mac OS 11 and Ubuntu 20/21.
Feel free to reopen it if it still reproduces on your system!
