Mail Preference: quoted text prefs don't work

Steps:
1. Go to Preference|Mail/Newsgroup|Message Display
2. For "Use the following settings when displaying quoted plain text messages",
select any settings you want. For example, choose red color.
3. Send a msg to yourself.
4. Receive the msg and reply to it.
5. Receive the reply msg. Quoted text still appears as black, not red.

I had this same problem for a while... I like the standard navy blue color for
my quotes, and although that was the color I had selected, it was doing them in
black.  In my case, I found that it was related to my setting under
Preferences/Appearance/Colors, where I had checked the "always use my colors,
overriding web pages" option.  If I select the other option, my color selection
works.  The Usercontent.css file setting, if you have it, overrides both of them.

Jeesun, did you enable the "Always use my colors" pref in the Appearance pane?
If so, this is a dup of another bug, which I can't find right now.

I just tried this again with 1020 branch build on Win XP. I did NOT enable "Use
my chosen colors..." option in Appearance|Colors. And I still see this problem.
