1576515 - Enable PHC on Mac Nightly builds

Bug 1569862 implemented Mac support for PHC such that it was disabled by default on all platforms and configurations. This bug is about simply enabling it on Mac Nightly builds. Currently it's blocked by a crash reporter issue in bug 1035892.
