Nit: this documentation says to CC an "sccache-admins" email address on bugs filed for static IP addresses, but no bugzilla account seems to exist for the given sccache-admins email address. So that part of the setup process can't be followed right now.

Good catch - we're in the process of making things self-serve, and at that point, you won't need the bug for the token generation any longer. I'd expect that change to take precedence over adding the sccache-admins to bugzilla. (Currently the same people that are on that list are also watching the bug component, so things shouldn't be easily missed before the self-serve goes up.)
