Yes, let's remove it in 71, we added this pref in Bug 1525917 only to allow us to revert to the previous behavior in case of regression we may have missed. Bug 1525917 landed in Firefox 68 and we have never used this pref to fix unexpected regressions.
I'm duping this to Bug 1537753, which I filed before we landed Bug 1525917 to track the removal of the pref (and I'm going to assign it to myself and raise its priority to P1).
