The tips look good on RTL when the megabar is enabled. They do seem broken in the current address bar, although the other results looked broken too so it might have just been something weird in the way I've been spoofing tips.
Drew, since both megabar and interventions are targeting 71, do you think this is anything to worry about? If not, we can probably close this bug.

Update: tips look good in the regular address bar too!
The issue with the existing Urlbar was that I flipped intl.uidirection and didn't open a new window. I guess that flips most of the UI but breaks the autocomplete panel until a new window is opened. Megabar fixes this, so I won't file a bug for it simply because it'll be fixed for free when megabar is enabled in 71.
