Tabbing gets stuck on the "Create New Login" button on the 9/4 build of Nightly when there are zero saved logins. The "Lockwise Support" link can only be accessed via keyboard by tabbing backwards through the page elements.
Steps to reproduce:
- With no previously saved logins, open
about:loginsin 9/4 build of Nightly and begin tabbing through page elements.

I have verified this issue and is no longer reproducible on the latest Nightly 71.0a1 (2019-09-08) build on Windows 7 x64, Mac 10.14 and Ubuntu 16.04 x64.
- You can successfully navigate through the page using the "Tab" key when you have no saved logins.

Yes, it needs uplift. I am working with David Durst and MattN to coordinate a single uplift of multiple patches to make sure they land in order and are merged properly.
