Steps to reproduce:

Actual results:
The animation is very laggy on MacOS with and without WebRender. I'm using Nightly 71.0a1 (2019-09-04) (64-bit) on MacBook Pro (15-inch, 2018).
Expected results:
The animation should be smooth as in Chrome.
