When increasing the text size with text zoom, scrollbars resize
with the text. However, when you decrease the text size again,
scrollbars stay at their original size.
Reproducible: Always
Steps to Reproduce:
1. Go to http://bugzilla.mozilla.org/query.cgi
2. View -> Text Zoom -> 200%
3. View -> Text Zoom -> 100%
Actual Results: Scrollbars don't resize down.

WFM on WinXP trunk build 2002071608.
Need linux triage here.
Reporter: do you have XBL controls enabled (if you don't know what XBL is, your
answer is 'no') ? If you have, try disabling it and restarting. If the problem
is gone, move this to Component -> XBL.

Problems with XBLized Form Controls should actually belong to HTML Form Controls
(jkeiser)--XBL is for XBL backend (not applications).
