Successful runs of these tasks usually take about 35 minutes; the 60 minute max-run-time is appropriate from that perspective.

Slow robustcheckout seems to be a significant factor in the time outs; I understand from other bugs that there's not much that can be done about that.

Some failures are build-linux64-base-toolchains/debug, some are build-linux64-base-toolchains-clang/debug. The /opt variants already have a larger max-run-time, of 7200 s.
