Steps to reproduce:
Open Firefox
Go to some site (e.g. google.com)
Open Responsive Design Mode (Ctrl+Shift+M)
Zoom with Ctrl+mousewheel
Actual results:
The page zooms (that is ok), but also the toolbar zooms
Expected results:
The toolbar should not zoom
If zooming with Ctrl+ "+" or Ctrl+ "-", or the +/- controls in the menu everything works fine
