Steps to reproduce:

Environment: Windows 10 with 3 displays: two displays has resolution 2560x1440, scale 125% and third display has resolution 3840x2160, scale 250%)

  1. Start Firefox and put it on the display with lower resolution (2560x1440)
  2. Click in main menu icons (sandwich)

Actual results:

The main menu displayed incorrectly. The menu is too short and uses the scroolbar in spite of the fact that there enough room to display the full-sized menu.

Expected results:

The main menu is displayed correctly (full-sized).
