Details

Steps to reproduce:
1. Turn off the "search" row at the bottom of autocomplete.
2. Type "9" into the location bar. (Assuming you haven't visited a site whose
name begins with "9".)

Result: a tiny autocomplete dropdown appears.

Expected: the dropdown should not appear, since there's nothing to show in the
dropdown.
