Brief Description of the request (required):
We want to measure the reliability of TLS handshakes that employ delegated credentials (https://tools.ietf.org/html/draft-ietf-tls-subcerts-04). We will deploy an add-on that makes a connection to a specific web server hosted by CloudFlare and measure the error rate and speed of the handshake. In order to do this we need to add some new telemetry as described in bug #1564179. This is a request for a data scientist to review that telemetry and provide feedback on it.
Business purpose for this request (required):
This study supports the goal of making our users and the web more secure by improving the handling of TLS private keys using the delegated credentials mechanism.
