Currently, if a locale has only one active project and that project reaches end-of-life, when a PM deactivates the project for all locales, not only does the project no longer appear for these single-project locales, but the entire locale disappears.

Locales should remain active, even if they don't have an active project. This aids in retaining past localizers, maintaining a list of who they are, and in discovery when new localizers come to Mozilla (i.e., it's easier to discover how to request a new project than it is to request a new language).
