Steps to reproduce:
First make sure you're using vpn for example psiphon, windscribe, ultrasurf, expressvpn or any vpn you have.
Open Firefox and Open Twitter or youtube or a nsfw website.
Actual results:
when i try to save with ctrl+s or "Save Page As" return failed and need click retry even after that page not completely saved and have corruption when i open.
Expected results:
Like Normal Web Browning page must be saved with vpn also without vpn work good and save pages.

I tried to reproduce but it on windows10 64 bit using the latest Firefox release 69.0.1 but i did not get the same results as you.
I am using NordVPN service and it didnt give a retry message.
Please download Firefox Nightly from here: https://nightly.mozilla.org/ and retest the problem.
If you still have the issue please create a new profile, you have the steps here:https://support.mozilla.org/en-US/kb/profile-manager-create-and-remove-firefox-profiles?redirectlocale=en-US&redirectslug=Managing-profiles#w_starting-the-profile-manager
Lastly test if the issue is reproducible in safe mode, here is a link that can help you:

bro the issue on nightly still happened and doesn't matter you install a fresh firefox or using a junky one and in safe mode same as normal mode.

I am not really sure, but I think saving a page doesn't create http requests again. Anyway, let's take a look at http log and see if we can find something wrong.

Could you try to get the http log when saving the page?
Does this issue also happen to a simple web page, like example.com
?

i changed to saved page only cause in normal mode have same situation also i attach http log for three sites like mozila, duckduckgo and soft98 and only duckduckgo save without problem

It's not really clear from the logs why the savepage would fail.
Could you check if the browser console shows any errors?

It seems to me that moz-extension://11945b2d-7e33-4888-a023-efe31a238556 maybe messes with the download?
@reporter: could you try to reproduce again with your extensions turned off? I recommend safe mode
Moving to Download API to confirm if the extension is a possible cause for a failed Safe-As operation.

i reproduce issue in safe mode but have same result also i fail to catch log from browser console, in safe you cant grab it

This is probably the result of tracking protection blocking subresources, which ends up being reported as download failure. bug 1445211 tracks fixing this.
