There are patches in bug 1587826 you can rebase on locally (pull them in with moz-phab patch or arc patch) if you like. Let me know if you need help solving the merge.

Hey :bebe, please file a follow-up bug (blocked by this one) to implement raptor-browesrtime speedometer on Windows, since there are failures there with your current patch. IMO it's fine to land on OSX and Linux first and follow-up on Win after, since it's all tier 3 for now anyway. Thanks!

Closing as browsertime-speedometer was landed for OSX/Linux; the remaining work will for Windows will be done in 1593598.
