Using Lightning 68.1.2 (Build ID: 20190930174329) with new profile.

STR:
Create new profile. Enable Today Pane. Create a few all-day and non-all-day events. Check mouseover popup / tooltip with event details in Today Pane.

Error:
No mouseover popup with event details displayed for non-all-day events.
For all-day event and tasks it is working fine.

I did some debugging for this issue with Tb 78.3.1: The tooltip is correctly created/updated but not visible in the end.
