I have reproduced this bug with Nightly 71.0a1 (2019-10-01) on windows 10, 64 bit!
The fix is now verified on Latest Nightly 71.0a1 (2019-10-03).

I also confirm that this bug is verified as fixed on Firefox 71.0a1 (2019-10-07) under Windows 10 64bit and Firefox 71.0a1 (2019-10-08) under Mac OS X 10.14.6. The string from CWTS Modal in about:preferences#sync is no longer displayed.
